Like other Caribbean Countries such as Dominica, Antigua and Barbuda has also launched a Passport by Investment programme (formally known as Antigua and Barbuda Citizenship by Investment Programme), which allows individuals to obtain citizenship through financial contributions. Below we outline the investment options currently available to receive an Antigua and Barbuda Passport by Investment.
How to get Antigua and Barbuda Passport by Investment?
Below the options available to apply for a Antigua Passport by Investment:
Donation to the National Development Fund: A minimum contribution of $100,000 to a government-approved fund, typically for a single applicant. For families, the amount increases.
Real Estate Investment: Purchase real estate valued at a minimum of $200,000, held for at least five years. This option can be more suitable for those interested in property.
Business Investment: Invest a minimum of $1.5 million in a business that creates at least three jobs for local citizens. Alternatively, a joint investment of $400,000 in an approved business can also qualify.
University of West Indies Fund: A contribution of $150,000 to the University of the West Indies.
Contribution to the National Development Fund
The National Development Fund (NDF) was established under section 42(2) of the Finance Administration Act 2006. It is a non-profit fund that operates under parliamentary oversight, providing a comprehensive report to Parliament every six months to ensure transparency and accountability.
To acquire citizenship through the NDF investment option, a one-time contribution of at least $230,000 is required per application.

Application Process to obtain Antigua and Barbuda Passport by Investment
Upon submission of your application you will be asked to pay the full due diligence fees and 10% of the government processing fee. Upon receipt of a letter of approval, you will be asked to pay the balance of the government processing fees, passport fees and your contribution. The fees are paid directly to the Unit and your contribution must be made to the Government Special Fund within a 30 day period.
Once received, a certificate of registration of Citizenship will be issued for both the primary applicant and their family members which will be submitted to the passport office with their passport application and any accompanying documentation. Your authorized agent/representative will forward your Passports and Citizenship Certificate document to you.
On the first occasion that you visit Antigua and Barbuda you can take the oath or affirmation of allegiance or you can visit an Embassy, High Commission or Consular Office of Antigua and Barbuda to fulfil the requirement to take the oath or affirmation of allegiance.
Real Estate Option
Applicants wishing to qualify for citizenship by investment in Antigua through the real estate option may choose to purchase property with a value of at least US$300,000

Business Investment
The two business investment options are:
- A principal applicant, on his own behalf, makes an investment in an approved business of at least US$1,500,000
- A minimum of 2 people to make a joint investment in an approved business for at least US$ 5,000,000. Each person is required to contribute at least US$400,000.

Contribution to the University of West Indies Fund
The University of the West Indies Fund (UWI) option provides a way to finance the establishment of UWI’s fourth campus. Applicants to the Citizenship by Investment Programme who select this option must invest $260,000 for a family of six or more, as the minimum number of persons per application is six. Participation in this option allows one family member to receive a one-year tuition-only scholarship at the University of the West Indies. The application process is straightforward, and forms can be obtained from a local Licensed Agent accredited by the Citizenship by Investment Unit (CIU).
